Nobody make...You know Washington better than that. Nobody makes waves. Everybody acts like all problems are simple and manageable, and they masterfully have it all under control -even though in reality, few Washingtonians have the practical experience to appreciate what the issues are, or how to deal with them. Folks in the headquarters offices are expected to act like they know what is going on and that they know just what to do. Washington is the ultimate town of false appearances. Discordance, criticism, and blunt honesty are disruptive to the facade of competence. You ask too many inconvenient questions. But don't stop - and don't be "nicey-nice".
