There are archaeologists who would prefer that nothing but archaeological sites and archaeological values be addressed in 106 review, and some who work for project proponents who probably wish that tribes, communities, and just plain people would shut up and go away, except that finding ways to ignore them can be billed to clients. While in general I found the class to provide accurate and useful information about the Section 106 process, there are few things that, in hindsight, seem to have been carefully crafted so as to lead people toward certain interpretations. Cultural landscapes in particular were presented as if they are non-useful hindrances and possibly a little silly. It is interesting to find out now that she has worked for project proponents/developers in situations similar to those discussed as examples in the class but presented as merely hypothetical. Teachers are human beings and I don't expect them to be completely unbiased, but I do expect them to make their biases explicit when such biases directly influence their understanding and teaching of the materials.
