That may or may not be a reasonable assumption (It seems pretty ill-advised to me in a place like Tempe). As an example of one of the seemingly negative results of a PA I used something from a clause between the City of Tempe, HUD and the AZ SHPO. In this clause the City of Tempe has excluded all projects less than an acre from any required archaeological study. Is this standard for HUD projects? I can't see how they can get away with setting this exclusion.
